Narrative:
This event occurred while descending into the jacksonville, fl, area from the south. Destination was jax. While on a vector heading and descending to the assigned altitude of 3000 ft MSL, the controller advised traffic. The traffic appeared to be maneuvering in the area and was not in communication with ATC. The TCASII indicated the traffic to be -200 ft from my altitude and 11 O'clock position. ATC directed a 30 degree turn for avoidance. The TCASII then issued an RA to descend. It then issued a command to monitor vertical speed. The resolution given by TCASII was for 2500 FPM descent. At that time the traffic became visible at 1 O'clock position and 200-300 ft horizontal and vertical. I continued a sharp right turn and descent until clear, leveling at 2500 ft MSL. After clear of conflict, returned to assigned altitude of 3000 ft MSL and notified ATC of the event. Causal factors: 1) other aircraft Y operating in vicinity, in VFR conditions. 2) other aircraft Y not communicating with ATC in a busy area.

Title: NMAC BTWN A DSNDING SBR1 SABRELINER 65 AND A CIRCLING VFR CESSNA AT 3000 FT IN MARGINAL FLT CONDITIONS 3 MI SE OF 23J, FL.
Narrative: THIS EVENT OCCURRED WHILE DSNDING INTO THE JACKSONVILLE, FL, AREA FROM THE S. DEST WAS JAX. WHILE ON A VECTOR HDG AND DSNDING TO THE ASSIGNED ALT OF 3000 FT MSL, THE CTLR ADVISED TFC. THE TFC APPEARED TO BE MANEUVERING IN THE AREA AND WAS NOT IN COM WITH ATC. THE TCASII INDICATED THE TFC TO BE -200 FT FROM MY ALT AND 11 O'CLOCK POS. ATC DIRECTED A 30 DEG TURN FOR AVOIDANCE. THE TCASII THEN ISSUED AN RA TO DSND. IT THEN ISSUED A COMMAND TO MONITOR VERT SPD. THE RESOLUTION GIVEN BY TCASII WAS FOR 2500 FPM DSCNT.
