Narrative:

While working local control, I instructed aircraft X (astr) to taxi into position and hold on runway 18. Aircraft X acknowledged this instruction. I then gave aircraft X a clearance for takeoff on runway 18. Aircraft X acknowledged this instruction. My attention was then drawn to aircraft Y (CH7A) passing the hold short sign for runway 18 at intersection B. I then instructed aircraft Y to stop. This incident was categorized as an operational error because I used poor phraseology in my departure clearance instructions to aircraft X. This decision was due to similar sounding call signs aircraft X/aircraft Y.
