Narrative:
I departed doylestown (dyl) IFR for beaver county (bvi). Conditions were VMC throughout the flight. After I had reached my assigned altitude of 6000 ft, philadelphia approach advised me that they could not receive my transponder. I continued on my assigned route and shortly was able to hear but not talk to philadelphia approach. Near boyer intersection I switched frequencys to ZNY. They received my transmission and I told them that I had communication problems with philadelphia approach. I then noticed a low-voltage light and shut down unnecessary communication and navigation equipment. I attempted lost communications procedures by squawking 7600. I then called flight service on my cell phone and told them of my lost communication problems. While on V170 a few mi from ravine VOR my fuel gauges failed. I then squawked 1200, utilized the 'nearest airport' function of my GPS which idented bendigo (74N) at 9 mi. I started a descent, turned to a direct heading for bendigo and landed. While taxing I was able to talk to a commuter airliner and told them I was on the ground, which I believe they relayed to ZNY. After parking I was told by a person on the field that bendigo airport was closed by NOTAM to transient aircraft. I telephoned flight service, told them my location, that I had landed at an airport closed by NOTAM to transient aircraft, asked them to advise ZNY and close my IFR flight plan. I asked if there was anything else I needed to do. The flight service attendant said no, as far as he was concerned I had an emergency.

Narrative: I DEPARTED DOYLESTOWN (DYL) IFR FOR BEAVER COUNTY (BVI). CONDITIONS WERE VMC THROUGHOUT THE FLT. I ASKED IF THERE WAS ANYTHING ELSE I NEEDED TO DO. THE FLT SVC ATTENDANT SAID NO, AS FAR AS HE WAS CONCERNED I HAD AN EMER.
