Narrative:

After takeoff from jfk, we were switched to new york departure control and given a turn direct to rbv. We saw on our radar that there was a WX build-up directly over rbv and so we immediately asked if we could deviate a few degrees north of rbv to avoid the WX. The controller was very cavalier with our request and was obviously annoyed. He finally said he would check PIREPS to decide if he would let us deviate. I was rather astounded with his attitude, and while we were waiting for him to get back to us about letting us deviaten of course, we were getting uncomfortably close to the WX we were wanting to avoid. I hope you can pull the tapes from this exchange we had with this controller and determine if you also feel his attitude and handling of our request to deviation was out of line.

Title: N90 DEP CTLR IS UNPROFESSIONAL IN HANDLING A PLT REQUEST FOR DEV AROUND A WX BUILD-UP.

Narrative: AFTER TKOF FROM JFK, WE WERE SWITCHED TO NEW YORK DEP CTL AND GIVEN A TURN DIRECT TO RBV. WE SAW ON OUR RADAR THAT THERE WAS A WX BUILD-UP DIRECTLY OVER RBV AND SO WE IMMEDIATELY ASKED IF WE COULD DEVIATE A FEW DEGS N OF RBV TO AVOID THE WX. THE CTLR WAS VERY CAVALIER WITH OUR REQUEST AND WAS OBVIOUSLY ANNOYED. HE FINALLY SAID HE WOULD CHK PIREPS TO DECIDE IF HE WOULD LET US DEVIATE. I WAS RATHER ASTOUNDED WITH HIS ATTITUDE, AND WHILE WE WERE WAITING FOR HIM TO GET BACK TO US ABOUT LETTING US DEVIATEN OF COURSE, WE WERE GETTING UNCOMFORTABLY CLOSE TO THE WX WE WERE WANTING TO AVOID. I HOPE YOU CAN PULL THE TAPES FROM THIS EXCHANGE WE HAD WITH THIS CTLR AND DETERMINE IF YOU ALSO FEEL HIS ATTITUDE AND HANDLING OF OUR REQUEST TO DEV WAS OUT OF LINE.
