Narrative:

After hearing the WX I thought the wind was favoring runway 18 and I released my parking brake and my airplane started rolling. I looked around and didn't see any other aircraft approaching the main ramp at burlington FBO. I checked my brakes, announced my position on the field and advised area traffic what I was going to do. No one replied or announced their position so I assumed the aztec that was parked next to me earlier already took off. I started to taxi, taxiing at a brisk walk, looking for traffic since that is an uncontrolled field. I approached the hold short lines of runway 12/30 being on taxiway alpha and stated, 'burlington traffic cessna will be crossing runway 12/30 on taxiway alpha, any traffic please advise burlington.' no one replied, I stopped at the hold short lines and looked at the approach end of the both runways and didn't notice any airplanes. I scanned up and down the runway and didn't see anything. At that point I started to roll across the runway. As I was passing the edge lights of runway 12/30 I heard aztec. The pilot stated over the radio, burlington traffic aztec rolling on runway 12. At that point a thought ran through my head that I was just crossing runway 12 at burlington. I looked over and at this time I was on the centerline and I saw the aztec lifting off runway 12. I throttled up to get across faster and I saw the aztec at about 100 ft above the ground behind my tail directly above. At that point I taxied up to runway 18 and he asked if I heard his transmission that he was rolling. I advised I did, but it was too late for me to stop and do anything to hold short of the runway. Next he advised ZAU on frequency XXXX that I cut him off and blamed it on me. ZAU gave us the option to follow up on this runway incursion and therefore I'm writing this letter. This incident occurred on jun/tue/02 at approximately XX05Z at burlington airport, ia, at intersection of runway 12 and taxiway alpha. I understand that I was the taxiing aircraft and the airplane taking off has the right-of-way, but I didn't hear him or have seen him prior to taxiing onto the runway he was taking off from. I thought he was horrible announcing his position and I thought it would have been better to take off with 10 degrees of crosswind on runway 18 rather than 50 degrees of crosswind on 12. I wanted to let you know of this situation so that you know these things occur at uncontrolled fields and most of them are probably not reported.

Title: AN 'SMA' PLT TAXIING FOR TKOF AT BRL, FOUND HIMSELF XING A RWY WHICH WAS OCCUPIED BY ANOTHER ACFT ON TKOF ROLL.

Narrative: AFTER HEARING THE WX I THOUGHT THE WIND WAS FAVORING RWY 18 AND I RELEASED MY PARKING BRAKE AND MY AIRPLANE STARTED ROLLING. I LOOKED AROUND AND DIDN'T SEE ANY OTHER ACFT APCHING THE MAIN RAMP AT BURLINGTON FBO. I CHKED MY BRAKES, ANNOUNCED MY POS ON THE FIELD AND ADVISED AREA TFC WHAT I WAS GOING TO DO. NO ONE REPLIED OR ANNOUNCED THEIR POS SO I ASSUMED THE AZTEC THAT WAS PARKED NEXT TO ME EARLIER ALREADY TOOK OFF. I STARTED TO TAXI, TAXIING AT A BRISK WALK, LOOKING FOR TFC SINCE THAT IS AN UNCTLED FIELD. I APCHED THE HOLD SHORT LINES OF RWY 12/30 BEING ON TXWY ALPHA AND STATED, 'BURLINGTON TFC CESSNA WILL BE XING RWY 12/30 ON TXWY ALPHA, ANY TFC PLEASE ADVISE BURLINGTON.' NO ONE REPLIED, I STOPPED AT THE HOLD SHORT LINES AND LOOKED AT THE APCH END OF THE BOTH RWYS AND DIDN'T NOTICE ANY AIRPLANES. I SCANNED UP AND DOWN THE RWY AND DIDN'T SEE ANYTHING. AT THAT POINT I STARTED TO ROLL ACROSS THE RWY. AS I WAS PASSING THE EDGE LIGHTS OF RWY 12/30 I HEARD AZTEC. THE PLT STATED OVER THE RADIO, BURLINGTON TFC AZTEC ROLLING ON RWY 12. AT THAT POINT A THOUGHT RAN THROUGH MY HEAD THAT I WAS JUST XING RWY 12 AT BURLINGTON. I LOOKED OVER AND AT THIS TIME I WAS ON THE CENTERLINE AND I SAW THE AZTEC LIFTING OFF RWY 12. I THROTTLED UP TO GET ACROSS FASTER AND I SAW THE AZTEC AT ABOUT 100 FT ABOVE THE GND BEHIND MY TAIL DIRECTLY ABOVE. AT THAT POINT I TAXIED UP TO RWY 18 AND HE ASKED IF I HEARD HIS XMISSION THAT HE WAS ROLLING. I ADVISED I DID, BUT IT WAS TOO LATE FOR ME TO STOP AND DO ANYTHING TO HOLD SHORT OF THE RWY. NEXT HE ADVISED ZAU ON FREQ XXXX THAT I CUT HIM OFF AND BLAMED IT ON ME. ZAU GAVE US THE OPTION TO FOLLOW UP ON THIS RWY INCURSION AND THEREFORE I'M WRITING THIS LETTER. THIS INCIDENT OCCURRED ON JUN/TUE/02 AT APPROX XX05Z AT BURLINGTON ARPT, IA, AT INTXN OF RWY 12 AND TXWY ALPHA. I UNDERSTAND THAT I WAS THE TAXIING ACFT AND THE AIRPLANE TAKING OFF HAS THE RIGHT-OF-WAY, BUT I DIDN'T HEAR HIM OR HAVE SEEN HIM PRIOR TO TAXIING ONTO THE RWY HE WAS TAKING OFF FROM. I THOUGHT HE WAS HORRIBLE ANNOUNCING HIS POS AND I THOUGHT IT WOULD HAVE BEEN BETTER TO TAKE OFF WITH 10 DEGS OF XWIND ON RWY 18 RATHER THAN 50 DEGS OF XWIND ON 12. I WANTED TO LET YOU KNOW OF THIS SIT SO THAT YOU KNOW THESE THINGS OCCUR AT UNCTLED FIELDS AND MOST OF THEM ARE PROBABLY NOT RPTED.
