Narrative:
After advising bog tower ready for takeoff runway 13R, bog tower instructed subject aircraft to line up and wait after arriving MD80 on 3 mi final. After arriving MD80 landed subject aircraft began roll to line up and wait. As the subject aircraft began crossing over the hold short line, tower instructed subject aircraft to hold position. Aircraft was stopped with nose approximately 10 ft past the hold short line. Approximately 2 mins later, a local regional jet landed on the subject runway. Tower instructed subject aircraft to again line up and wait. Takeoff clearance was issued several seconds later. At the time of the event, tower had been conversing in spanish to numerous aircraft.

Title: FOREIGN LCL CTLR GIVES A 'LINE UP AND WAIT' CLRNC WITHOUT PROVIDING ADEQUATE SPACING BTWN ARRIVING ACFT.
Narrative: AFTER ADVISING BOG TWR READY FOR TKOF RWY 13R, BOG TWR INSTRUCTED SUBJECT ACFT TO LINE UP AND WAIT AFTER ARRIVING MD80 ON 3 MI FINAL. AFTER ARRIVING MD80 LANDED SUBJECT ACFT BEGAN ROLL TO LINE UP AND WAIT. AS THE SUBJECT ACFT BEGAN XING OVER THE HOLD SHORT LINE, TWR INSTRUCTED SUBJECT ACFT TO HOLD POS. ACFT WAS STOPPED WITH NOSE APPROX 10 FT PAST THE HOLD SHORT LINE. APPROX 2 MINS LATER, A LCL REGIONAL JET LANDED ON THE SUBJECT RWY. TWR INSTRUCTED SUBJECT ACFT TO AGAIN LINE UP AND WAIT. TKOF CLRNC WAS ISSUED SEVERAL SECONDS LATER. AT THE TIME OF THE EVENT, TWR HAD BEEN CONVERSING IN SPANISH TO NUMEROUS ACFT.
