Narrative:
I was in right closed traffic at pao runway 31. I had taken off for circuit #2, and the tower requested me to extend upwind to the dumbarton bridge train trestle. Just before I reached the trestle, the tower cleared me for a crosswind turn. I proceeded to turn crosswind, went wings level, lifted my right wing to look downwind and saw nothing. I scanned the 45 degree approach to the pattern and saw nothing. I proceeded to turn downwind, level at 800 ft AGL. When I rolled out on my downwind leg (heading 130 degrees), I spotted the piper heading toward me on a 45 degree departure from pao. I took evasive action -- I dove. I recovered from the dive at about 600 ft AGL. I called the tower and told them that the piper was way too close to me. They replied that he was clear of me. I then again told the tower controller that it was way too close. No reply was received from the tower on the issue. I proceeded downwind, landed, and parked with no further comment from the controller.

Title: C182 PLT AND A PA28 HAD AN NMAC IN PAO CLASS D AIRSPACE.
Narrative: I WAS IN R CLOSED TFC AT PAO RWY 31. I HAD TAKEN OFF FOR CIRCUIT #2, AND THE TWR REQUESTED ME TO EXTEND UPWIND TO THE DUMBARTON BRIDGE TRAIN TRESTLE. JUST BEFORE I REACHED THE TRESTLE, THE TWR CLRED ME FOR A XWIND TURN. I PROCEEDED TO TURN XWIND, WENT WINGS LEVEL, LIFTED MY R WING TO LOOK DOWNWIND AND SAW NOTHING. I SCANNED THE 45 DEG APCH TO THE PATTERN AND SAW NOTHING. I PROCEEDED TO TURN DOWNWIND, LEVEL AT 800 FT AGL. WHEN I ROLLED OUT ON MY DOWNWIND LEG (HDG 130 DEGS), I SPOTTED THE PIPER HEADING TOWARD ME ON A 45 DEG DEP FROM PAO. I TOOK EVASIVE ACTION -- I DOVE. I RECOVERED FROM THE DIVE AT ABOUT 600 FT AGL. I CALLED THE TWR AND TOLD THEM THAT THE PIPER WAS WAY TOO CLOSE TO ME. THEY REPLIED THAT HE WAS CLR OF ME. I THEN AGAIN TOLD THE TWR CTLR THAT IT WAS WAY TOO CLOSE. NO REPLY WAS RECEIVED FROM THE TWR ON THE ISSUE. I PROCEEDED DOWNWIND, LANDED, AND PARKED WITH NO FURTHER COMMENT FROM THE CTLR.
