Narrative:
While flying in a C182 from french valley (F70) to fullerton (ful), descending through santa ana canyon on a heading of 270 degrees, altitude of 3000-3500 ft, airspeed 130 KTS, I adjusted the radio from 122.7 (monitor ajo) to ful ATIS. When I looked up, there was a piper twin (older aztec, I think) approximately 1500 ft away and moving slightly to the right, coming in the opposite direction. My reaction went from disbelief to banking left, and we missed by approximately 100 ft horizontal, with the piper about 10 ft above. No apparent change in altitude was made by the piper. It appears that the other aircraft may have been traveling along victor 8 toward fdz and that this happened about 1/2 way between points vplsa and vplpd on the los angeles terminal area chart.

Title: C182 PLT HAD AN NMAC WITH A TWIN PIPER IN SCT CLASS E AIRSPACE.
Narrative: WHILE FLYING IN A C182 FROM FRENCH VALLEY (F70) TO FULLERTON (FUL), DSNDING THROUGH SANTA ANA CANYON ON A HDG OF 270 DEGS, ALT OF 3000-3500 FT, AIRSPD 130 KTS, I ADJUSTED THE RADIO FROM 122.7 (MONITOR AJO) TO FUL ATIS. WHEN I LOOKED UP, THERE WAS A PIPER TWIN (OLDER AZTEC, I THINK) APPROX 1500 FT AWAY AND MOVING SLIGHTLY TO THE R, COMING IN THE OPPOSITE DIRECTION. MY REACTION WENT FROM DISBELIEF TO BANKING L, AND WE MISSED BY APPROX 100 FT HORIZ, WITH THE PIPER ABOUT 10 FT ABOVE. NO APPARENT CHANGE IN ALT WAS MADE BY THE PIPER. IT APPEARS THAT THE OTHER ACFT MAY HAVE BEEN TRAVELING ALONG VICTOR 8 TOWARD FDZ AND THAT THIS HAPPENED ABOUT 1/2 WAY BTWN POINTS VPLSA AND VPLPD ON THE LOS ANGELES TERMINAL AREA CHART.
