Narrative:
At approximately XA30 while approaching the san bernardino airport from the east, we told socal we had the airport in sight and would like to cancel IFR and make a visual approach to runway 6. We elected to land on runway 6 to allow for descent. Socal advised traffic at 9000 ft at 12 O'clock position and advised that we could not be cleared for a VFR/visual approach until clear. Shortly thereafter we were cleared for frequency change and IFR cancellation with the further notification of 2 targets at 2500 ft at 12 O'clock position. First officer transmitted on what he intended to be unicom but failed to switch radios. Socal then advised that we had flown over the top of another aircraft with 200 ft separation. We never saw the other aircraft due to haze and flying into the sunlight. Lessons learned would be to remain at altitude safely above traffic until all clear is given.
Original NASA ASRS Text
Title: LR25 CREW CANCELED THEIR IFR CLRNC, IN TYPICAL LAX SMOG, IN ORDER TO FLY A VISUAL APCH TO SBD.
Narrative: AT APPROX XA30 WHILE APCHING THE SAN BERNARDINO ARPT FROM THE E, WE TOLD SOCAL WE HAD THE ARPT IN SIGHT AND WOULD LIKE TO CANCEL IFR AND MAKE A VISUAL APCH TO RWY 6. WE ELECTED TO LAND ON RWY 6 TO ALLOW FOR DSCNT. SOCAL ADVISED TFC AT 9000 FT AT 12 O'CLOCK POS AND ADVISED THAT WE COULD NOT BE CLRED FOR A VFR/VISUAL APCH UNTIL CLR. SHORTLY THEREAFTER WE WERE CLRED FOR FREQ CHANGE AND IFR CANCELLATION WITH THE FURTHER NOTIFICATION OF 2 TARGETS AT 2500 FT AT 12 O'CLOCK POS. FO XMITTED ON WHAT HE INTENDED TO BE UNICOM BUT FAILED TO SWITCH RADIOS. SOCAL THEN ADVISED THAT WE HAD FLOWN OVER THE TOP OF ANOTHER ACFT WITH 200 FT SEPARATION. WE NEVER SAW THE OTHER ACFT DUE TO HAZE AND FLYING INTO THE SUNLIGHT. LESSONS LEARNED WOULD BE TO REMAIN AT ALT SAFELY ABOVE TFC UNTIL ALL CLR IS GIVEN.
