Narrative:

My aircraft collided with a fuel truck while departing a hard stand in dca. The right wingtip and outboard leading edge slat impacted the upper left side of the truck's tank. No fuel cells were punctured. There were no passenger on board. There were no injuries and WX was not a factor. History; the flight was scheduled to depart at XA53. However, preflight checks revealed a bad battery charger. The aircraft was pulled off gate for repair. We were transported to the aircraft at approximately XJ15. Interior and exterior checks were accomplished. Hydraulics were pressurized and engines started using hand signals. The ground crew departed prematurely during second engine start. Collision occurred after checklists were completed, taxi clearance received, and aircraft moved 3-5 ft. Factors: both engines were running, beacon lights were on. The fuel truck arrived from behind us with a top-off order. I did not request fuel. I had no knowledge of a top-off and we had the required fuel on board. The fueler was arriving as we were beginning to taxi. He should have given way. Supplemental information from acn 553347: mechanic pulled stairs and chocks off to right. Held up chocks, gave thumbs up that I returned. With mechanic out front, signals given to start engines. As second engine accelerated mechanic waved and left area. Only prevention that I could come up with is for mechanic to stay to guide out.

Title: AN MD80 CREW, WHILE TAXIING FROM A REMOTE AREA AT DCA, COLLIDED WITH A FUEL TRUCK.

THE FUELER WAS ARRIVING AS WE WERE BEGINNING TO TAXI. HE SHOULD HAVE GIVEN WAY. SUPPLEMENTAL INFO FROM ACN 553347: MECH PULLED STAIRS AND CHOCKS OFF TO R. HELD UP CHOCKS, GAVE THUMBS UP THAT I RETURNED. WITH MECH OUT FRONT, SIGNALS GIVEN TO START ENGS. AS SECOND ENG ACCELERATED MECH WAVED AND LEFT AREA. ONLY PREVENTION THAT I COULD COME UP WITH IS FOR MECH TO STAY TO GUIDE OUT.
