Narrative:
I was on VFR departure from runway 19R at mtc, was cleared on course (285 degrees) by mtc tower and was handed off to departure. (I was still squawking 1200 because tower advised that departure would have a code for me.) I was having difficulty contacting approach and had just established contact with them when a northbound high wing cessna appeared out my left window at about 10 O'clock and 45 degrees up. He appeared to be straight and level (heading 360 degrees) and was probably 100-150 ft slant range. After the incident, I called approach and asked if they had detected either aircraft and was advised in the negative. The controller then stated he was painting an aircraft northbound at 3000 ft but still did not detect my aircraft. He finally picked me up at 4000-4500 ft. (My transponder performed normally at landing, 30 mins later.) factors affecting me: 1) confusion about handoff and squawk, 2) hazy visibility conditions.

Title: NMAC AT 3000 FT BTWN A DEP C404 TITAN AND A CRUISING XING C172 TYPE 7 NM W OF SELFRIDGE AFB, MTC, MI.
Narrative: I WAS ON VFR DEP FROM RWY 19R AT MTC, WAS CLRED ON COURSE (285 DEGS) BY MTC TWR AND WAS HANDED OFF TO DEP. (I WAS STILL SQUAWKING 1200 BECAUSE TWR ADVISED THAT DEP WOULD HAVE A CODE FOR ME.) I WAS HAVING DIFFICULTY CONTACTING APCH AND HAD JUST ESTABLISHED CONTACT WITH THEM WHEN A NBOUND HIGH WING CESSNA APPEARED OUT MY L WINDOW AT ABOUT 10 O'CLOCK AND 45 DEGS UP. HE APPEARED TO BE STRAIGHT AND LEVEL (HDG 360 DEGS) AND WAS PROBABLY 100-150 FT SLANT RANGE. AFTER THE INCIDENT, I CALLED APCH AND ASKED IF THEY HAD DETECTED EITHER ACFT AND WAS ADVISED IN THE NEGATIVE. THE CTLR THEN STATED HE WAS PAINTING AN ACFT NBOUND AT 3000 FT BUT STILL DID NOT DETECT MY ACFT. HE FINALLY PICKED ME UP AT 4000-4500 FT. (MY XPONDER PERFORMED NORMALLY AT LNDG, 30 MINS LATER.) FACTORS AFFECTING ME: 1) CONFUSION ABOUT HDOF AND SQUAWK, 2) HAZY VISIBILITY CONDITIONS.
