Narrative:
On jul/thu/02 at XA10, 10 NM north of madison county, tn, at 3500 ft MSL, cruising at 80 KIAS, an F16 approached my C150 from 5 O'clock position, 100 ft right, then turned left in front of my flight path and departed. The F16 had no visible external armament. I immediately contacted ZME with the near miss report. I was acknowledged by ZME. The F16 approached my 150 for a second time from rear and turned left 90 degrees to the left of my C150. Speed brakes and gear down were visible on the F16. F16 was 15 degrees pitch up when it passed across my flight path. The F16 throttled up and the C150 flew into the wake and thrust from the F16. The cessna lost control. It moved over all axes. A second contact or near midair collision was reported to ATC. Upon contact with ZME, I was given a number to call ATC in order to file a telephone complaint. So I did. I replied to all questions to ATC personnel about the incidents. Note: I received no TA's from ATC. F16 did not follow proper intercept guidance mentioned in the aim chapter 5-6-1. I believe the F16 pilot assaulted me. Reckless flight to induce harm and death. Conduct unbecoming of an officer. Dyess AFB flight safety was contacted and were reluctant to assist me. Dyess weapon safety called ZME and exchanged some information. Other agencies called/visited at dyess AFB: security forces, office of special investigations, legal office, supervisor. I insist to prosecute the F16 pilot for his assault/reckless flight. ZME provided flight following from cleveland municipal, tn, to bgf, winchester, tn.
