Narrative:
On ILS runway 31C at mdw, 180 KTS assigned. After encountering wake from a B757 in front of us, we slowed. Frequency too busy to advise approach control. Switched to mdw tower. Tower issued 90 degree turn, told us to return to approach control. Approach said we slowed too early. Chicago approach needs to utilize a bottom line 60 second in-trail rule.
