Narrative:
Captain had complained of a toothache during the inbound leg. Departure from reno was weight critical requiring a runway 34L takeoff against existing traffic flow. Procedure required packs off for takeoff with pack #1 turned on at thrust reduction and pack #2 after clean up. We departed via the reno 2 SID. At +/-200 ft AGL captain turned both packs on. At +/-800 ft AGL we passed the runway 16R LOM where the SID indicated a turn to 360 degrees. I was scanning for traffic and called 'select heading.' captain did not respond. I felt the onset of the stall buffet and checked the speed tape which indicated airspeed in the stall range. I initiated an aggressive pushover to unload the wings and called 'flaps 1 degree.' captain did not respond. Stall recovery was successful. Alpha floor triggered toga (takeoff/go around) lock and slat lock. Captain had retracted the flaps when I called for heading select. Captain had demonstrated non standard calls and procedures throughout the trip.

Title: AN A320 ENCOUNTERS A STALL BUFFET ON DEP FROM RNO WHEN THE PIC, PNF, PLACED BOTH PACKS ON AT 200 FT AGL AND RETRACTED THE FLAPS PREMATURELY AND INCORRECTLY WHEN THE FO SIMPLY WANTED 'HDG SELECT' ON THE MODE SELECTOR. ACFT WAS IN A WT CRITICAL TKOF PROC DURING THIS INCIDENT.
