ATC clearance: climb at 1500 FPM from FL200 to FL250. Captain requested zulu time or navigation fix for climb restraint. Request denied by ATC. Complied with 1500 FPM clearance anyway, stating to ATC that he believed clearance to be invalid. Captain noticed TCASII traffic at FL210-230 opposite direction and 20 mi west. Captain questioned ATC about this traffic. ATC advised that flight had violated climb at 1500 FPM clearance. ATC asked for captain's name and license number. Captain would not provide ATC with that information.

Narrative: ATC CLRNC: CLB AT 1500 FPM FROM FL200 TO FL250. CAPT REQUESTED ZULU TIME OR NAV FIX FOR CLB RESTRAINT. REQUEST DENIED BY ATC. COMPLIED WITH 1500 FPM CLRNC ANYWAY, STATING TO ATC THAT HE BELIEVED CLRNC TO BE INVALID. CAPT NOTICED TCASII TFC AT FL210-230 OPPOSITE DIRECTION AND 20 MI W. CAPT QUESTIONED ATC ABOUT THIS TFC. ATC ADVISED THAT FLT HAD VIOLATED CLB AT 1500 FPM CLRNC. ATC ASKED FOR CAPT'S NAME AND LICENSE NUMBER. CAPT WOULD NOT PROVIDE ATC WITH THAT INFO.
