Narrative:
Prior to XA00 I attempted to contact tower, but did not receive a reply. I taxied from ramp to the tower terminal building and stopped for breakfast. The cafe was not open for business so I decided to eat at my destination. I again made an effort to contact pwa tower and got no answer. I taxied to runway and made the run-up, cleared the area, announced my intentions and proceeded with takeoff roll, into slightly hazy, but otherwise beautiful morning sky. The pwa tower facility is part time and operates from XA00 to XO00 daily. I believed that I was well out of that time frame and that the airfield was uncontrolled airspace. Charges indicated that I departed at XA05 without clearance. I am informed as to class C airspace protocol and had no intention of deviating from the rules and violating pilot privilege.

Title: C182 PLT TAKES OFF PRIOR TO RECEIVING CLRNC FROM CLASS D, PWA ARPT, JUST AS TWR WAS OPENING.
Narrative: PRIOR TO XA00 I ATTEMPTED TO CONTACT TWR, BUT DID NOT RECEIVE A REPLY. I TAXIED FROM RAMP TO THE TWR TERMINAL BUILDING AND STOPPED FOR BREAKFAST. I TAXIED TO RWY AND MADE THE RUN-UP, CLRED THE AREA, ANNOUNCED MY INTENTIONS AND PROCEEDED WITH TKOF ROLL, INTO SLIGHTLY HAZY, BUT OTHERWISE BEAUTIFUL MORNING SKY. THE PWA TWR FACILITY IS PART TIME AND OPERATES FROM XA00 TO XO00 DAILY. I BELIEVED THAT I WAS WELL OUT OF THAT TIME FRAME AND THAT THE AIRFIELD WAS UNCTLED AIRSPACE. CHARGES INDICATED THAT I DEPARTED AT XA05 WITHOUT CLRNC. I AM INFORMED AS TO CLASS C AIRSPACE PROTOCOL AND HAD NO INTENTION OF DEVIATING FROM THE RULES AND VIOLATING PLT PRIVILEGE.
