Narrative:
Parachute jumping at owa conflicts with kaspr 2 arrival into msp. Concessions are made and we work around them as much as possible. However, the aircraft adds much complexity to an already busy arrival. This aircraft has not maintained the altitude he has agreed on or the position he has agreed on and that can compromise a sector.

Title: ARTCC ZMP RADAR CTLR HAS CONCERNS ABOUT PARACHUTE OPS BEING CONDUCTED IN THE VICINITY OF THE BUSY KASPR 2 ARR INTO MSP.
Narrative: PARACHUTE JUMPING AT OWA CONFLICTS WITH KASPR 2 ARR INTO MSP. CONCESSIONS ARE MADE AND WE WORK AROUND THEM AS MUCH AS POSSIBLE. HOWEVER, THE ACFT ADDS MUCH COMPLEXITY TO AN ALREADY BUSY ARR. THIS ACFT HAS NOT MAINTAINED THE ALT HE HAS AGREED ON OR THE POS HE HAS AGREED ON AND THAT CAN COMPROMISE A SECTOR.
