Narrative:
Cleared for takeoff by hio tower and advised of cessna turning 15 degrees right off takeoff (runway) heading. I observed this aircraft turning east away from airport. After liftoff and clean-up checklist tower reported low altitude helicopter coming in from west. As I initiated left turn on farmington SID, got a TCASII RA with 'descend.' as I began lowering the nose, while looking for the previously reported helicopter the RA switched to 'climb' and my first officer reported a cessna type aircraft on his side and said to keep turn going. I was not able to see this aircraft since I was in the left seat in left turn. TCASII works! We reported event to tower. Not sure if the cessna was the one which was last seen heading away from the runway or a third unidented aircraft not talking to tower. Supplemental information from acn 557578: we took off from hio runway 30 on the farmington 3 departure, cleared to 4000 ft. At approximately 1200-1500 ft MSL we had a TCASII alert (TA) showing traffic off our right side. We were in the left turn at this time. Then TCASII gave an RA (descend) as we started to comply the TCASII switched the RA to a climb command. We kept the turn to the left and complied with the TCASII RA (climbed). Once clear of the conflict we advised hio tower of the TCASII alert.

Title: E135 CREW HAD A TCASII RA DEPARTING HIO ON THE FARMINGTON THREE SID IN HIO CLASS D.
Narrative: CLRED FOR TKOF BY HIO TWR AND ADVISED OF CESSNA TURNING 15 DEGS R OFF TKOF (RWY) HEADING. I OBSERVED THIS ACFT TURNING E AWAY FROM ARPT. AFTER LIFTOFF AND CLEAN-UP CHKLIST TWR RPTED LOW ALT HELI COMING IN FROM W. AS I INITIATED L TURN ON FARMINGTON SID, GOT A TCASII RA WITH 'DSND.' AS I BEGAN LOWERING THE NOSE, WHILE LOOKING FOR THE PREVIOUSLY RPTED HELI THE RA SWITCHED TO 'CLB' AND MY FO RPTED A CESSNA TYPE ACFT ON HIS SIDE AND SAID TO KEEP TURN GOING. I WAS NOT ABLE TO SEE THIS ACFT SINCE I WAS IN THE L SEAT IN L TURN. TCASII WORKS! WE RPTED EVENT TO TWR. NOT SURE IF THE CESSNA WAS THE ONE WHICH WAS LAST SEEN HEADING AWAY FROM THE RWY OR A THIRD UNIDENTED ACFT NOT TALKING TO TWR.
