Narrative:
Flight, mco-pbi, arrived via llake three arrival. After crossing ullmn intersection, received radar vectors for a visual runway 13 approach with stepdown descent issued by pbi approach. Approximately 15 NM from airport with field in sight at 15000 ft, flight was cleared for a visual runway 13 approach and contact tower. Tower issued landing clearance on runway 13. Aprox 10 NM from airport, tower reported traffic, in control of pbi approach, approximately 12 O'clock position, 3 mi northbound, descending to an outlying field. TCASII showed a target at 2 O'clock position and 3 mi, +400 ft descending. Crew attempted to obtain visual contact with target, without success. TCASII showed traffic continuing to approach from the right. Tower again attempted another pointout, and TCASII alert was sounded. Crew still did not have visual contact with encroaching aircraft. TCASII RA was sounded and aircraft spotted at 12:30 O'clock position and less than 1/4 mi when 'climb' sounded. Aircraft was rolled to the right and pitched up 45 degree bank and 20 degree pitch to avoid collision. Crew got visual with MU2 and it was turning to avoid as well. Tower asked how close we got and crew estimated 150-250 ft. Flight continued and landed without further incident on runway 13 pbi. Incident occurred with both aircraft in control of ATC at palm beach -- us on tower, and MU2 on approach.
Original NASA ASRS Text
Title: A CARJ CREW, CLRED FOR A VISUAL TO PBI, HAD AN NMAC WITH AN ACFT UNDER THE CTL OF PBI APCH.
Narrative: FLT, MCO-PBI, ARRIVED VIA LLAKE THREE ARR. AFTER XING ULLMN INTXN, RECEIVED RADAR VECTORS FOR A VISUAL RWY 13 APCH WITH STEPDOWN DSCNT ISSUED BY PBI APCH. APPROX 15 NM FROM ARPT WITH FIELD IN SIGHT AT 15000 FT, FLT WAS CLRED FOR A VISUAL RWY 13 APCH AND CONTACT TWR. TWR ISSUED LNDG CLRNC ON RWY 13. APROX 10 NM FROM ARPT, TWR RPTED TFC, IN CTL OF PBI APCH, APPROX 12 O'CLOCK POS, 3 MI NBOUND, DSNDING TO AN OUTLYING FIELD. TCASII SHOWED A TARGET AT 2 O'CLOCK POS AND 3 MI, +400 FT DSNDING. CREW ATTEMPTED TO OBTAIN VISUAL CONTACT WITH TARGET, WITHOUT SUCCESS. TCASII SHOWED TFC CONTINUING TO APCH FROM THE R. TWR AGAIN ATTEMPTED ANOTHER POINTOUT, AND TCASII ALERT WAS SOUNDED. CREW STILL DID NOT HAVE VISUAL CONTACT WITH ENCROACHING ACFT. TCASII RA WAS SOUNDED AND ACFT SPOTTED AT 12:30 O'CLOCK POS AND LESS THAN 1/4 MI WHEN 'CLB' SOUNDED. ACFT WAS ROLLED TO THE R AND PITCHED UP 45 DEG BANK AND 20 DEG PITCH TO AVOID COLLISION. CREW GOT VISUAL WITH MU2 AND IT WAS TURNING TO AVOID AS WELL. TWR ASKED HOW CLOSE WE GOT AND CREW ESTIMATED 150-250 FT. FLT CONTINUED AND LANDED WITHOUT FURTHER INCIDENT ON RWY 13 PBI. INCIDENT OCCURRED WITH BOTH ACFT IN CTL OF ATC AT PALM BEACH -- US ON TWR, AND MU2 ON APCH.
