Narrative:
Received taxi clearance from ground control. During taxi, second aircraft received taxi clearance. During extended taxi an aircraft announced difficulties and needed to return to ramp. Approaching near takeoff end of runway, I stopped aircraft taxi to allow inbound aircraft to access to ramp area to inbound aircraft from crossing taxiway. Ground control cleared me for continued taxi. My waco aircraft (tail dragger) taxi visibility is extremely restr, so further left and right s-turns performed to clear taxi. Shortly thereafter I taxied into other aircraft. What I was unaware of is there was an aircraft which taxied onto primary taxiway from stub taxiway from another parking ramp, in front of me. During clearing s-turn, did not observe other aircraft from ramp area. Other aircraft taxied a short distance in front of me, then pulled over to extreme right side of taxiway at a 45 degree angle of taxiway to conduct engine run-up. While I continued to taxi forward I was watching only known aircraft ahead of me get cleared on to runway. Taxi was conducted with head and shoulder hanging out left side of aircraft (open cockpit aircraft with large radial engine up front -- severely restricting forward visibility). Shortly thereafter I taxied into aircraft parked at angle to and on right side of taxiway. Propeller struck other aircraft left aileron. No injuries. I accept responsibility for failing to observe other aircraft. Believe extenuating circumstances which possibly could have avoided incident are in addition to the need for more and greater exaggerated 'south' clearing turns are: ground control advising of clearing other aircraft in front of me, also, if a run-up area adjacent to taxiway were provided. I believe other aircraft must have taxied onto primary taxiway from ramp immediately after my clearing s-turn for the r-hand side. I did not see other aircraft, and was not aware of his location in front of me. With my continued taxi looking out the left side, and the short taxi ahead and parking on extreme right side of taxiway, I never saw other aircraft. The whole situation turned out to be one most unfortunate big bear trap.

Title: TAXI ACCIDENT AS A TAIL DRAGGING WACO F5 PLT TAXIES INTO A PA28 AT LNS, PA.
Narrative: RECEIVED TAXI CLRNC FROM GND CTL. DURING TAXI, SECOND ACFT RECEIVED TAXI CLRNC. DURING EXTENDED TAXI AN ACFT ANNOUNCED DIFFICULTIES AND NEEDED TO RETURN TO RAMP. APCHING NEAR TKOF END OF RWY, I STOPPED ACFT TAXI TO ALLOW INBOUND ACFT TO ACCESS TO RAMP AREA TO INBOUND ACFT FROM XING TXWY. GND CTL CLRED ME FOR CONTINUED TAXI. MY WACO ACFT (TAIL DRAGGER) TAXI VISIBILITY IS EXTREMELY RESTR, SO FURTHER L AND R S-TURNS PERFORMED TO CLR TAXI. SHORTLY THEREAFTER I TAXIED INTO OTHER ACFT. WHAT I WAS UNAWARE OF IS THERE WAS AN ACFT WHICH TAXIED ONTO PRIMARY TXWY FROM STUB TXWY FROM ANOTHER PARKING RAMP, IN FRONT OF ME. DURING CLRING S-TURN, DID NOT OBSERVE OTHER ACFT FROM RAMP AREA. OTHER ACFT TAXIED A SHORT DISTANCE IN FRONT OF ME, THEN PULLED OVER TO EXTREME R SIDE OF TXWY AT A 45 DEG ANGLE OF TXWY TO CONDUCT ENG RUN-UP. WHILE I CONTINUED TO TAXI FORWARD I WAS WATCHING ONLY KNOWN ACFT AHEAD OF ME GET CLRED ON TO RWY. TAXI WAS CONDUCTED WITH HEAD AND SHOULDER HANGING OUT L SIDE OF ACFT (OPEN COCKPIT ACFT WITH LARGE RADIAL ENG UP FRONT -- SEVERELY RESTRICTING FORWARD VISIBILITY). SHORTLY THEREAFTER I TAXIED INTO ACFT PARKED AT ANGLE TO AND ON R SIDE OF TXWY. PROP STRUCK OTHER ACFT L AILERON. NO INJURIES. I ACCEPT RESPONSIBILITY FOR FAILING TO OBSERVE OTHER ACFT. BELIEVE EXTENUATING CIRCUMSTANCES WHICH POSSIBLY COULD HAVE AVOIDED INCIDENT ARE IN ADDITION TO THE NEED FOR MORE AND GREATER EXAGGERATED 'S' CLRING TURNS ARE: GND CTL ADVISING OF CLRING OTHER ACFT IN FRONT OF ME, ALSO, IF A RUN-UP AREA ADJACENT TO TXWY WERE PROVIDED. I BELIEVE OTHER ACFT MUST HAVE TAXIED ONTO PRIMARY TXWY FROM RAMP IMMEDIATELY AFTER MY CLRING S-TURN FOR THE R-HAND SIDE. I DID NOT SEE OTHER ACFT, AND WAS NOT AWARE OF HIS LOCATION IN FRONT OF ME. WITH MY CONTINUED TAXI LOOKING OUT THE L SIDE, AND THE SHORT TAXI AHEAD AND PARKING ON EXTREME R SIDE OF TXWY, I NEVER SAW OTHER ACFT. THE WHOLE SIT TURNED OUT TO BE ONE MOST UNFORTUNATE BIG BEAR TRAP.
