Narrative:
Upon arrival at gate at jacksonville from memphis, agent reported strong acid smell in forward cargo compartment. Acid had leaked from an overturned battery from a passenger electronic wheelchair. Batteries were not properly secured or packaged. Crew got no notice of hazmats in cargo compartment. There should be more oversight or controls over handicapped persons' electrical appliances being loaded aboard aircraft.

Title: A DC9 PIC RPT ON AN ACID SPILL FROM AN IMPROPERLY SECURED BATTERY ON A PWRED WHEELCHAIR THAT WAS STOWED AND IMPROPERLY SECURED WITH BAGGAGE, FOUND ON ARR AT JAX, FL.
Narrative: UPON ARR AT GATE AT JACKSONVILLE FROM MEMPHIS, AGENT RPTED STRONG ACID SMELL IN FORWARD CARGO COMPARTMENT. ACID HAD LEAKED FROM AN OVERTURNED BATTERY FROM A PAX ELECTRONIC WHEELCHAIR. BATTERIES WERE NOT PROPERLY SECURED OR PACKAGED. CREW GOT NO NOTICE OF HAZMATS IN CARGO COMPARTMENT. THERE SHOULD BE MORE OVERSIGHT OR CTLS OVER HANDICAPPED PERSONS' ELECTRICAL APPLIANCES BEING LOADED ABOARD ACFT.
