Narrative:
We were flying at 6000 ft MSL. Departure cleared us to climb to FL230. After initiating climb, we noticed aircraft off our left front and above us. We stopped the climb, got a TCASII 'stop climb' alert. We turned to our right, keeping other aircraft in sight. As I went to call departure, he called us and asked our altitude. I said we were at 6300 ft and stopped climb to FL230. Had traffic at 11 O'clock position in sight. He told us to keep traffic in sight. TCASII issued all clear at this time. He said he had given us a vector to 230 degrees, not climb to FL230. Both the first officer, who was flying, and I are sure he said 'climb to 230.' that is what I reported, and he did not correct it if we had said it in error. We were flying direct to maples VOR at the time.
