Narrative:
Preflight distractions caused me to neglect to obtain the required security briefing for all flts to/from dca. Realized en route of the failure and diverted to iad for redispatch to dca. Without the briefing, I didn't possess the proper 'procedure' for that day's flts. After phone calls with dispatch, flight safety, and my chief pilot, we were redispatched to dca. One interesting note is the flight was never visually inspected to determine our status. We parked on the remote cargo ramp and paperwork was handed through the window. The preflight distractions (no excuse) were: unscheduled plane change, flight paperwork print malfunction, maintenance in progress, 3 separate pre-boardings of armed leo's , agent brought paperwork to aircraft, extensive maintenance briefing for single pack dispatch with 'good' pack with temperature controller problem. Supplemental information from acn 559287: en route to dca we discovered we had not called our dispatcher prior to flight to get our briefings. We talked to our dispatcher en route and were told to divert to iad.

Title: AN A320 CREW, ENRTE TO DCA, REALIZING THEY HAD NOT RECEIVED THEIR MANDATORY DCA SECURITY BRIEFING PRIOR TO DEP, DIVERTED TO IAD.
Narrative: PREFLT DISTRACTIONS CAUSED ME TO NEGLECT TO OBTAIN THE REQUIRED SECURITY BRIEFING FOR ALL FLTS TO/FROM DCA. REALIZED ENRTE OF THE FAILURE AND DIVERTED TO IAD FOR REDISPATCH TO DCA. WITHOUT THE BRIEFING, I DIDN'T POSSESS THE PROPER 'PROC' FOR THAT DAY'S FLTS. AFTER PHONE CALLS WITH DISPATCH, FLT SAFETY, AND MY CHIEF PLT, WE WERE REDISPATCHED TO DCA. ONE INTERESTING NOTE IS THE FLT WAS NEVER VISUALLY INSPECTED TO DETERMINE OUR STATUS. WE PARKED ON THE REMOTE CARGO RAMP AND PAPERWORK WAS HANDED THROUGH THE WINDOW. THE PREFLT DISTRACTIONS (NO EXCUSE) WERE: UNSCHEDULED PLANE CHANGE, FLT PAPERWORK PRINT MALFUNCTION, MAINT IN PROGRESS, 3 SEPARATE PRE-BOARDINGS OF ARMED LEO'S , AGENT BROUGHT PAPERWORK TO ACFT, EXTENSIVE MAINT BRIEFING FOR SINGLE PACK DISPATCH WITH 'GOOD' PACK WITH TEMP CTLR PROB. SUPPLEMENTAL INFO FROM ACN 559287: ENRTE TO DCA WE DISCOVERED WE HAD NOT CALLED OUR DISPATCHER PRIOR TO FLT TO GET OUR BRIEFINGS. WE TALKED TO OUR DISPATCHER ENRTE AND WERE TOLD TO DIVERT TO IAD.
