Narrative:
Flight uneventful until I called for flaps 2 degrees while on the localizer runway 27L ord. I was PF. Got warning lights and ECAM for flight control flap. Trailing edge flaps appeared to be jammed at a position between 1-2 degrees. We abandoned approach and declared an emergency after captain ran checklist and was unable to get flaps to move since we thought we would be landing without flaps. While holding over lake michigan, we contacted maintenance controller/dispatch and they gave us a procedure to follow pulling circuit breakers and it resolved problem. Landed and taxied back normally.

Title: A320 CREW HAD THE TRAILING EDGE FLAPS LOCK OUT DURING EXTENSION AT ORD.
Narrative: FLT UNEVENTFUL UNTIL I CALLED FOR FLAPS 2 DEGS WHILE ON THE LOC RWY 27L ORD. I WAS PF. GOT WARNING LIGHTS AND ECAM FOR FLT CTL FLAP. TRAILING EDGE FLAPS APPEARED TO BE JAMMED AT A POS BTWN 1-2 DEGS.
