Narrative:
On climb out gear would not lock up. Returned to airport. Gear would not lock nose down. Emergency gear extension used. 3 gear light indicators on. Landed plane after speed decreased under 30 KTS. Hard right pull and shimmy occurred. Had aircraft towed to hangar as precaution in case of gear damage.

Title: A PA31-350 AIR TAXI PLT ATTEMPTED TO RAISE THE GEAR AFTER TKOF, BUT THE GEAR WOULD NOT LOCK IN THE UP POSITION. DURING A RETURN TO THE AIRPORT, THE NOSE GEAR WOULD NOT LOCK IN THE DOWN POSITION. THE GEAR WAS LOWERED WITH EMER HAND PUMP. DURING THE ROLLOUT, THERE WAS A PARTIAL LOSS OF CTL ON RWY WITH ASSOCIATED SHIMMY. THE ACFT WAS TOWED IN.
