Narrative:
Arriving from the north about 25 mins after sunset, I reported a left, midfield downwind as instructed by the newport news (phf) tower and was cleared to land on runway 2. I turned a tight base trying to practice good form and also attempting to 'land on the numbers.' while doing so, I inadvertently and unintentionally landed on runway 7 instead of runway 2. I landed without incident or problem, turned around, and was taxiing back when the controller informed me that I had landed on a closed runway. I told her I was very sorry and did not realize it. She directed me to taxiway for takeoff on runway 2 as originally requested. The matter appeared to have been resolved. A good while after departure, I was instructed to contact the tower after arriving at home. The controller said that he had to report a runway incursion. He volunteered that had this happened at any other time, probably nothing would have been done. However, the FAA and the lcls were having a disagreement over the lcls closing runway 7 and that they needed to document this to support their position. He also mentioned that they only became aware that I had deviated when they saw me taxiing back. I am willing to cooperate with the FAA and am conducting a self-imposed training regimen to assure myself and FAA that I am doing my very best to prevent this from ever happening again.

Title: A C182 PLT, ARRIVING PHF, LANDED ON A CLOSED RWY INSTEAD OF ATC'S ASSIGNED RWY.
Narrative: ARRIVING FROM THE N ABOUT 25 MINS AFTER SUNSET, I RPTED A L, MIDFIELD DOWNWIND AS INSTRUCTED BY THE NEWPORT NEWS (PHF) TWR AND WAS CLRED TO LAND ON RWY 2. I TURNED A TIGHT BASE TRYING TO PRACTICE GOOD FORM AND ALSO ATTEMPTING TO 'LAND ON THE NUMBERS.' WHILE DOING SO, I INADVERTENTLY AND UNINTENTIONALLY LANDED ON RWY 7 INSTEAD OF RWY 2. I LANDED WITHOUT INCIDENT OR PROB, TURNED AROUND, AND WAS TAXIING BACK WHEN THE CTLR INFORMED ME THAT I HAD LANDED ON A CLOSED RWY. I TOLD HER I WAS VERY SORRY AND DID NOT REALIZE IT. SHE DIRECTED ME TO TXWY FOR TKOF ON RWY 2 AS ORIGINALLY REQUESTED. THE MATTER APPEARED TO HAVE BEEN RESOLVED. A GOOD WHILE AFTER DEP, I WAS INSTRUCTED TO CONTACT THE TWR AFTER ARRIVING AT HOME. THE CTLR SAID THAT HE HAD TO RPT A RWY INCURSION. HE VOLUNTEERED THAT HAD THIS HAPPENED AT ANY OTHER TIME, PROBABLY NOTHING WOULD HAVE BEEN DONE. HOWEVER, THE FAA AND THE LCLS WERE HAVING A DISAGREEMENT OVER THE LCLS CLOSING RWY 7 AND THAT THEY NEEDED TO DOCUMENT THIS TO SUPPORT THEIR POS.
