Narrative:
The tower was closed at tlh. The WX included scattered rain showers with good visibility. The forecast included a deck at 700 ft and 1500 ft. We picked up the runway just outside the FAF. We were set up for the ILS to runway 27. The runway 27 PAPI was notamed inoperative. I clicked the microphone to actuate the runway lighting just outside the marker. When we picked up the runway, we noticed the PAPI was on and illuminating white over white. The ILS was showing us on GS. We didn't have many other visual cues since the WX was obscuring the horizon. The PAPI remained white over white through touchdown. We followed the ILS GS through touchdown. Touchdown and rollout were normal. My concern is the PAPI while notamed out was still giving out erroneous information. I don't know if keying the microphone turned the PAPI system on, or if it was already on. But without the GS, we may have attempted to duck down to capture the white over red. Callback conversation with tlh airport operations manager revealed the following information: due to various forms of construction on and around the airport, all PAPI lighting for all runways is currently inoperative (disconnected) and notamed as such.

BUT WITHOUT THE GS, WE MAY HAVE ATTEMPTED TO DUCK DOWN TO CAPTURE THE WHITE OVER RED. CALLBACK CONVERSATION WITH TLH ARPT OPS MGR REVEALED THE FOLLOWING INFO: DUE TO VARIOUS FORMS OF CONSTRUCTION ON AND AROUND THE ARPT, ALL PAPI LIGHTING FOR ALL RWYS IS CURRENTLY INOP (DISCONNECTED) AND NOTAMED AS SUCH.
