Narrative:
I preflted the aircraft and started the checklist when the other pilot said that the tachometer was inoperative and he had a piece of paper taped over it with 'inoperative' written on the paper. He said the tachometer broke on the way into pie where he let off a crew member and proceeded to vandenburg. He said that the plane flew ok and we could use the manifold pressure gauge. After the checklist was complete, I flew him to srq, gassed up, and returned to vdf and tied down the plane. I was informed by the club operations officer that I had violated far 91-123 by flying an aircraft with an inoperative tachometer. The operations officer said I would meet a review board and be suspended from flying and that the FAA had been notified of the violation. Since the person bringing the aircraft to vdf was a CFI and club check pilot, I accepted his opinion that it was ok to fly the aircraft without checking with a mechanic or consulting with the FAA. I was also in a hurry to get the flight over with and get back to work.

Title: C182 PLT OPERATES ACFT WITH INOP TACHOMETER.
Narrative: I PREFLTED THE ACFT AND STARTED THE CHKLIST WHEN THE OTHER PLT SAID THAT THE TACHOMETER WAS INOP AND HE HAD A PIECE OF PAPER TAPED OVER IT WITH 'INOP' WRITTEN ON THE PAPER. HE SAID THE TACHOMETER BROKE ON THE WAY INTO PIE WHERE HE LET OFF A CREW MEMBER AND PROCEEDED TO VANDENBURG. HE SAID THAT THE PLANE FLEW OK AND WE COULD USE THE MANIFOLD PRESSURE GAUGE. AFTER THE CHKLIST WAS COMPLETE, I FLEW HIM TO SRQ, GASSED UP, AND RETURNED TO VDF AND TIED DOWN THE PLANE. I WAS INFORMED BY THE CLUB OPS OFFICER THAT I HAD VIOLATED FAR 91-123 BY FLYING AN ACFT WITH AN INOP TACHOMETER. THE OPS OFFICER SAID I WOULD MEET A REVIEW BOARD AND BE SUSPENDED FROM FLYING AND THAT THE FAA HAD BEEN NOTIFIED OF THE VIOLATION. SINCE THE PERSON BRINGING THE ACFT TO VDF WAS A CFI AND CLUB CHK PLT, I ACCEPTED HIS OPINION THAT IT WAS OK TO FLY THE ACFT WITHOUT CHKING WITH A MECH OR CONSULTING WITH THE FAA.
