Narrative:

We were being vectored onto the VOR runway 13L approach course. As we intercepted the course, traffic was called out to us at our 12 O'clock position at 3500 ft MSL. We could see the anti-collision lights from the traffic. We then received a TA from the traffic. This TA quickly changed into an RA. The first command was to 'monitor altitude.' we then received a 'descend' command which was quickly followed by 'monitor vertical speed.' we descended to 2800 ft MSL when we received a 'clear of conflict' message. We told ATC of the 'RA.' he (ATC) was surprised. We quickly climbed back to 3000 ft MSL and resumed the approach to a safe landing.

Title: NMAC BTWN A CL65 AT 3000 FT ON VOR APCH TO RWY 13L JFK AND VFR TFC AT 3500 FT AHEAD, WHILE 12 NM SW OF CRI, NY.

Narrative: WE WERE BEING VECTORED ONTO THE VOR RWY 13L APCH COURSE. AS WE INTERCEPTED THE COURSE, TFC WAS CALLED OUT TO US AT OUR 12 O'CLOCK POS AT 3500 FT MSL. WE COULD SEE THE ANTI-COLLISION LIGHTS FROM THE TFC. WE THEN RECEIVED A TA FROM THE TFC. THIS TA QUICKLY CHANGED INTO AN RA. THE FIRST COMMAND WAS TO 'MONITOR ALT.' WE THEN RECEIVED A 'DSND' COMMAND WHICH WAS QUICKLY FOLLOWED BY 'MONITOR VERT SPD.' WE DSNDED TO 2800 FT MSL WHEN WE RECEIVED A 'CLR OF CONFLICT' MESSAGE. WE TOLD ATC OF THE 'RA.' HE (ATC) WAS SURPRISED. WE QUICKLY CLBED BACK TO 3000 FT MSL AND RESUMED THE APCH TO A SAFE LNDG.
