Narrative:
I was flying the aircraft under the hood, doing an ILS 17 approach into tacoma narrows. I was established on the localizer and GS when, near scenn intersection, the flight instructor grabbed the flight controls and immediately put the aircraft into a left bank and dive. As he did this, I looked out the window (front) and saw the aircraft lights (including green). After doing a 360 degree turn and getting back on course, the other aircraft tried to resume the final approach course, further causing a potential hazard. The aircraft made the calls on the CTAF.

Title: CESSNA STUDENT AND INSTRUCTOR HAD AN NMAC WITH AN ACR TRAINING ACFT AT TIW.
Narrative: I WAS FLYING THE ACFT UNDER THE HOOD, DOING AN ILS 17 APCH INTO TACOMA NARROWS. I WAS ESTABLISHED ON THE LOC AND GS WHEN, NEAR SCENN INTXN, THE FLT INSTRUCTOR GRABBED THE FLT CTLS AND IMMEDIATELY PUT THE ACFT INTO A L BANK AND DIVE.
