Narrative:

We were given 300 KTS in descent from ZNY. We leveled at FL240 and realized that it was after oct/xa/02, and that the 270 KT restr was in place regardless of whether or not the aircraft had been deiced. Our aircraft had not been deiced. We then slowed to 270 KTS for remainder of descent.
