Narrative:
Took off 3CK near chicago VFR. While climbing out I picked up the IFR clearance from chicago approach. The clearance was 'radar vectors climb to 3000 ft.' I reported level 3000 ft and saw a jet go by on my left side. Chicago approach asked my altitude and I told them I was level 3000 ft. Chicago told me I was at 3700 ft. I immediately asked for an altimeter setting, the altimeter setting was 700 ft different from what my altimeter read. Chicago approach never gave me an altimeter setting when I picked up my IFR clearance and I incorrectly set my altimeter when I departed lake in the hills airport (3CK). I should have asked for an altimeter setting no matter how busy chicago approach was.

Title: ALT OVERSHOT AND POTENTIAL CONFLICT BY DEP GA ACFT IN THE CLASS B OF ORD. GA ACFT COMES CLOSE TO AN ACR ACFT WHEN NOT HAVING SET THE CORRECT ALTIMETER SETTING IN HIS INST PRIOR TO DEP 3CK, IL.
Narrative: TOOK OFF 3CK NEAR CHICAGO VFR. WHILE CLBING OUT I PICKED UP THE IFR CLRNC FROM CHICAGO APCH. THE CLRNC WAS 'RADAR VECTORS CLB TO 3000 FT.' I RPTED LEVEL 3000 FT AND SAW A JET GO BY ON MY L SIDE. CHICAGO APCH ASKED MY ALT AND I TOLD THEM I WAS LEVEL 3000 FT. CHICAGO TOLD ME I WAS AT 3700 FT. I IMMEDIATELY ASKED FOR AN ALTIMETER SETTING, THE ALTIMETER SETTING WAS 700 FT DIFFERENT FROM WHAT MY ALTIMETER READ. CHICAGO APCH NEVER GAVE ME AN ALTIMETER SETTING WHEN I PICKED UP MY IFR CLRNC AND I INCORRECTLY SET MY ALTIMETER WHEN I DEPARTED LAKE IN THE HILLS ARPT (3CK).
