Narrative:
I was on final approach to runway 34R. A C152, aircraft Y, then taxied onto the front of the numbers to runway 34R. He then called tower and announced he was 'holding short' of runway 34R. Tower then instructed him to 'continue holding short.' I then told tower someone was on the runway. Tower told me to go around. I had the student execute a go around. I then witnessed aircraft Y rapidly exit the runway.

Title: CESSNA 172 CLRED TO LAND BY TWR MAKES GAR AFTER OBSERVING A CESSNA 152 HOLDING FOR TKOF ON RWY.
Narrative: I WAS ON FINAL APCH TO RWY 34R. A C152, ACFT Y, THEN TAXIED ONTO THE FRONT OF THE NUMBERS TO RWY 34R. HE THEN CALLED TWR AND ANNOUNCED HE WAS 'HOLDING SHORT' OF RWY 34R. TWR THEN INSTRUCTED HIM TO 'CONTINUE HOLDING SHORT.' I THEN TOLD TWR SOMEONE WAS ON THE RWY. TWR TOLD ME TO GAR. I HAD THE STUDENT EXECUTE A GAR. I THEN WITNESSED ACFT Y RAPIDLY EXIT THE RWY.
