Narrative:
Departed frg with full tanks. Flight plan forecasted 29 KTS winds aloft for jfk and plb areas. Alb, 41 KTS. Planned 41 KTS for entire route (4.02). No power for climbs (60 KTS/100 FPM). 1/2 tanks after glens falls. Engine rough 10 mi south of slk. Right tank burning faster. 1/2-1/4 remaining in left tank. Established communication with slk for runway use prior to engine roughness. Engine stopped and I proceeded with the emergency checklist. The engine restarted for approximately 30 seconds. Field in sight. Total engine out. Called mayday. Unable to make field. Turned south for a suitable landing area. Only safe area -- marsh off of lake. When wheels touched down, the aircraft flipped forward and onto its back. No injuries. Minor damage to aircraft.
