Narrative:
I picked up the departure clearance myself to iad. The clearance was as filed with an altitude and squawk. No IFR departure was published and no special instructions were received from clearance delivery or the tower controller. Leaving 1500 ft AGL, we turned on course (about 40 degrees right turn). Due to radio congestion, we were unable to contact departure right away. When we did, I reported direct to the first fix and our altitude. The departure controller told us we should be flying runway heading, so we returned to runway heading. I am still not sure who made the mistake, but the other pilot did not remember hearing instructions to fly runway heading either, so those instructions may have been omitted in error.

Title: C560 CREW HAD A TRACK DEV IN LEX CLASS E AIRSPACE.
Narrative: I PICKED UP THE DEP CLRNC MYSELF TO IAD. THE CLRNC WAS AS FILED WITH AN ALT AND SQUAWK. NO IFR DEP WAS PUBLISHED AND NO SPECIAL INSTRUCTIONS WERE RECEIVED FROM CLRNC DELIVERY OR THE TWR CTLR. LEAVING 1500 FT AGL, WE TURNED ON COURSE (ABOUT 40 DEGS R TURN). DUE TO RADIO CONGESTION, WE WERE UNABLE TO CONTACT DEP RIGHT AWAY. WHEN WE DID, I RPTED DIRECT TO THE FIRST FIX AND OUR ALT. THE DEP CTLR TOLD US WE SHOULD BE FLYING RWY HDG, SO WE RETURNED TO RWY HDG. I AM STILL NOT SURE WHO MADE THE MISTAKE, BUT THE OTHER PLT DID NOT REMEMBER HEARING INSTRUCTIONS TO FLY RWY HDG EITHER, SO THOSE INSTRUCTIONS MAY HAVE BEEN OMITTED IN ERROR.
