Narrative:
On radar vectors to hrl airport, valley approach radio and radar inoperative, we declared an emergency to hrl tower, turned to the airport, got airport in sight. Tower cleared us to land. Come to find out later, valley approach lost all electrical power to their operations. Down about 20+ mins.
