Narrative:
I was aware before departure from fdk that our destination (34A) was closed by NOTAM until XA00 local time. Due to tailwinds we arrived 1/2 hour early at 34A. We contacted approach to check if airport was still closed and they advised us to check with unicom. Unicom advised that we could land as no vehicles were on runway. On short final a truck pulled onto the runway and then pulled off to allow us to land. We elected to touch down well past the truck. In hindsight, I wonder if unicom had the authority/authorized to override a NOTAM. If this situation occurs again, I will plan my flight more carefully.

Title: SMA PLT HAD A TRUCK ENTER HIS LNDG RWY AT 34A.
Narrative: I WAS AWARE BEFORE DEP FROM FDK THAT OUR DEST (34A) WAS CLOSED BY NOTAM UNTIL XA00 LCL TIME. DUE TO TAILWINDS WE ARRIVED 1/2 HR EARLY AT 34A. WE CONTACTED APCH TO CHK IF ARPT WAS STILL CLOSED AND THEY ADVISED US TO CHK WITH UNICOM. UNICOM ADVISED THAT WE COULD LAND AS NO VEHICLES WERE ON RWY. ON SHORT FINAL A TRUCK PULLED ONTO THE RWY AND THEN PULLED OFF TO ALLOW US TO LAND. WE ELECTED TO TOUCH DOWN WELL PAST THE TRUCK. IN HINDSIGHT, I WONDER IF UNICOM HAD THE AUTH TO OVERRIDE A NOTAM. IF THIS SIT OCCURS AGAIN, I WILL PLAN MY FLT MORE CAREFULLY.
