Narrative:
On the localizer runway 29 approach to columbia metropolitan (cae) at approximately XA00. Maintain 1600 ft as controller advised. We were then cleared for the localizer 29 approach to cae. Waiting for the IAF, to descend to 700 ft MSL (473 ft AGL), we received the beacon and started to descend to MDA. While descending, tower advised a low altitude alert saying we had not reached the IAF. I advised that we had received it and started to descend. Had airport in sight, advised us we were cleared to land. Upon landing, he asked the following air carrier on the same approach when he received the IAF. He stated that he received faint signals further out on the approach. Tower said thank you. Decisions: we could have asked to verify the IAF (rykvs). Factors were: signal from beacon not 100% clear, inclement wind, rain, WX. These were all factors that were involved in this event. Callback conversation with cae tower specialist revealed the following information: no reports of marker unreliability have been received.

Title: AN E120 CREW, FLYING A LOC APCH TO CAE, STARTED THEIR DSCNT TO THE MDA PREMATURELY, CITING THEY HEARD THE IAF (MARKER) IDENT.
Narrative: ON THE LOC RWY 29 APCH TO COLUMBIA METRO (CAE) AT APPROX XA00. MAINTAIN 1600 FT AS CTLR ADVISED. WE WERE THEN CLRED FOR THE LOC 29 APCH TO CAE. WAITING FOR THE IAF, TO DSND TO 700 FT MSL (473 FT AGL), WE RECEIVED THE BEACON AND STARTED TO DSND TO MDA. WHILE DSNDING, TWR ADVISED A LOW ALT ALERT SAYING WE HAD NOT REACHED THE IAF. I ADVISED THAT WE HAD RECEIVED IT AND STARTED TO DSND. HAD ARPT IN SIGHT, ADVISED US WE WERE CLRED TO LAND. UPON LNDG, HE ASKED THE FOLLOWING ACR ON THE SAME APCH WHEN HE RECEIVED THE IAF. HE STATED THAT HE RECEIVED FAINT SIGNALS FURTHER OUT ON THE APCH. TWR SAID THANK YOU. DECISIONS: WE COULD HAVE ASKED TO VERIFY THE IAF (RYKVS). FACTORS WERE: SIGNAL FROM BEACON NOT 100% CLR, INCLEMENT WIND, RAIN, WX. THESE WERE ALL FACTORS THAT WERE INVOLVED IN THIS EVENT. CALLBACK CONVERSATION WITH CAE TWR SPECIALIST REVEALED THE FOLLOWING INFO: NO RPTS OF MARKER UNRELIABILITY HAVE BEEN RECEIVED.
