Narrative:
United states air carrier abd, FL350, prior to dikas intersection on UG1 to dvr, with london on frequency 129.37, was told to maintain present heading at 108 degrees. About 1 min later, united states air carrier abd was told to turn left to 100 degrees. Pilots noticed an aircraft (foreign air carrier D) on TCASII at left 9-10 O'clock position, descending. We picked up foreign air carrier D visually and told london, and asked them what they wanted us to do. London instructed us to continue out turn to 070 degrees and foreign air carrier D was told to turn to 130 degrees. We did not initiate our left turn due to traffic and foreign air carrier D appeared to be a conflict. London stopped other air carrier's descent and told them to climb to FL355. London continued to give conflicting turns to both aircraft. We refused to turn left into the other air carrier until they stopped their descent and climbed to FL360. London stated that he mislabeled (switched) united states air carrier abd and foreign air carrier D on his radar screen and asked us to file a report. Foreign air carrier D stated they had us in sight the whole time and did not initiate their turn. In retrospect, the london controller was trying to turn us away from each other as foreign air carrier D was descending through our altitude, but in reality, due to his error, he was actually trying to turn us into each other. TCASII turned red, no aural alerts. Miss of 400 ft altitude and approximately 2 NM.

Narrative: UNITED STATES ACR ABD, FL350, PRIOR TO DIKAS INTXN ON UG1 TO DVR, WITH LONDON ON FREQ 129.37, WAS TOLD TO MAINTAIN PRESENT HDG AT 108 DEGS. WE PICKED UP FOREIGN ACR D VISUALLY AND TOLD LONDON, AND ASKED THEM WHAT THEY WANTED US TO DO. LONDON INSTRUCTED US TO CONTINUE OUT TURN TO 070 DEGS AND FOREIGN ACR D WAS TOLD TO TURN TO 130 DEGS. TCASII TURNED RED, NO AURAL ALERTS. MISS OF 400 FT ALT AND APPROX 2 NM.
