Narrative:
During preflight, first officer signaled for me to come outside. I put maintenance log away without finishing it. Inspected tire he was concerned about. Returned to my seat and continued with other preflight duties, neglecting to finish inspecting write-ups. We departed with a deferred item and an open write-up that required maintenance action and signoff as well as dispatch notification. I believe the timing of the events caught me from my routine. I wish maintenance removed log from aircraft when it is not airworthy.

Title: COMMUTER JET CAPT DEPARTED WITH OPEN LOG ITEM AND ITEM THAT REQUIRED DEFERRAL AND DISPATCH NOTIFICATION.
Narrative: DURING PREFLT, FO SIGNALED FOR ME TO COME OUTSIDE. I PUT MAINT LOG AWAY WITHOUT FINISHING IT. INSPECTED TIRE HE WAS CONCERNED ABOUT. RETURNED TO MY SEAT AND CONTINUED WITH OTHER PREFLT DUTIES, NEGLECTING TO FINISH INSPECTING WRITE-UPS. WE DEPARTED WITH A DEFERRED ITEM AND AN OPEN WRITE-UP THAT REQUIRED MAINT ACTION AND SIGNOFF AS WELL AS DISPATCH NOTIFICATION. I BELIEVE THE TIMING OF THE EVENTS CAUGHT ME FROM MY ROUTINE. I WISH MAINT REMOVED LOG FROM ACFT WHEN IT IS NOT AIRWORTHY.
