Narrative:
Passenger misconduct. On flight from phx to dfw, I was notified by flight attendant #1 that the seatbelt in seat was inoperative and when she asked the passenger to move, he refused. The seatbelt had been written up and the seat was taped off, but unknown to me, the agent in phx removed the tape since it was not showing blocked off in the computer. The 'microphone' sheet showed that there was no seatbelt in that seat. After the passenger refused, she notified me and I told her to make it clear to him that he must move as per FAA regulations. He again refused. I told her to tell him that he was in violation of FAA regulations. He finally moved prior to landing. By this time, I had already notified dispatch to have the police meet the aircraft, which they did.

Title: A B757 CABIN CREW, ENRTE FROM PHX TO DFW, WERE CONFRONTED BY A PAX WHO REFUSED TO VACATE A SEAT THAT DID NOT POSSESS A SEATBELT.
Narrative: PAX MISCONDUCT. ON FLT FROM PHX TO DFW, I WAS NOTIFIED BY FLT ATTENDANT #1 THAT THE SEATBELT IN SEAT WAS INOP AND WHEN SHE ASKED THE PAX TO MOVE, HE REFUSED. THE SEATBELT HAD BEEN WRITTEN UP AND THE SEAT WAS TAPED OFF, BUT UNKNOWN TO ME, THE AGENT IN PHX REMOVED THE TAPE SINCE IT WAS NOT SHOWING BLOCKED OFF IN THE COMPUTER. THE 'MIC' SHEET SHOWED THAT THERE WAS NO SEATBELT IN THAT SEAT. AFTER THE PAX REFUSED, SHE NOTIFIED ME AND I TOLD HER TO MAKE IT CLR TO HIM THAT HE MUST MOVE AS PER FAA REGS. HE AGAIN REFUSED. I TOLD HER TO TELL HIM THAT HE WAS IN VIOLATION OF FAA REGS. HE FINALLY MOVED PRIOR TO LNDG. BY THIS TIME, I HAD ALREADY NOTIFIED DISPATCH TO HAVE THE POLICE MEET THE ACFT, WHICH THEY DID.
