Narrative:
I was on base for runway 30R, and descending. The ATC controller gave me clearance for a low approach at or above 1900 ft MSL. At the time of the clearance, I was at approximately 1900 ft, and descending. I held in power to stay at 1700 ft until the runway. I mistook the clearance for a clearance to land. Apparently, they were going to send out a truck to check lights on the runway. I had the truck insight the whole time, and assumed it was going out after I landed. I continued on final holding 1700 ft until I was clear of the end of the runway. As I was coming down to land, the controller asked my altitude. I responded '1500 ft AGL,' and he did not say anything back. I landed the airplane and asked if it would be a full stop, and they said yes and to turn left onto taxiway kilo. After being cleared across runway 30C, I was told to contact ground, and they told me what I had done wrong. I had accepted the clearance for a low approach at or above 1900 ft, but failed to comply with it. I was wrong in assuming that it was a clearance for me to land. Title: PA28 STUDENT LWOC AT KIWA.
Narrative: I WAS ON BASE FOR RWY 30R, AND DSNDING. THE ATC CTLR GAVE ME CLRNC FOR A LOW APCH AT OR ABOVE 1900 FT MSL. AT THE TIME OF THE CLRNC, I WAS AT APPROX 1900 FT, AND DSNDING. I HELD IN PWR TO STAY AT 1700 FT UNTIL THE RWY. I MISTOOK THE CLRNC FOR A CLRNC TO LAND. APPARENTLY, THEY WERE GOING TO SEND OUT A TRUCK TO CHK LIGHTS ON THE RWY.
