Narrative:
During cruise flight at 3500 ft, talking to madison departure control, I noted two military aircraft at my 1 O'clock position flying in formation, in near vertical climb approximately 1/4 - 1/2 mi from me. Madison said they were not talking to them and did not have an altitude read-out. Msn approach said they were then at my 6 O'clock with a closure 300 KTS. I turned north to try to avoid them, and the next time I saw them, they were at my 1 O'clock at 10000 ft to 15000 ft climbing away. Msn approach tried to raise them, but no reply!

Title: M20P PLT AND A FLT OF 2 MIL F-16'A HAD CONFLICT IN MSN CLASS E AIRSPACE.
Narrative: DURING CRUISE FLT AT 3500 FT, TALKING TO MADISON DEP CTL, I NOTED TWO MIL ACFT AT MY 1 O'CLOCK POS FLYING IN FORMATION, IN NEAR VERT CLB APPROX 1/4 - 1/2 MI FROM ME. MADISON SAID THEY WERE NOT TALKING TO THEM AND DID NOT HAVE AN ALT READ-OUT. MSN APCH SAID THEY WERE THEN AT MY 6 O'CLOCK WITH A CLOSURE 300 KTS.
