Narrative:
Just starting IFR flight from khef to klyh. Had been handed off from hef tower to iad approach. At 2000 ft, following arsenal 1 departure procedure for runway 16L. Iad approach instructed me to climb to 3000 ft and proceed direct to 'manassas.' as this made no sense, I tried to clarify my clearance, but only managed to make overworked controller angry. Finally, he cleared me to csn VOR. If there is ever another occasion like this, I will simply request 'say again' until controller makes more sense.

IAD APCH INSTRUCTED ME TO CLB TO 3000 FT AND PROCEED DIRECT TO 'MANASSAS.' AS THIS MADE NO SENSE, I TRIED TO CLARIFY MY CLRNC, BUT ONLY MANAGED TO MAKE OVERWORKED CTLR ANGRY. FINALLY, HE CLRED ME TO CSN VOR. IF THERE IS EVER ANOTHER OCCASION LIKE THIS, I WILL SIMPLY REQUEST 'SAY AGAIN' UNTIL CTLR MAKES MORE SENSE.
