Narrative:
The evening of nov/fri/02 I shipped a miscellaneous COW3001 to X1A. I understood from C/C that day shift supervisor said, 'move COW3001 as soon as possible to aircraft without stang and decals even if wet.' I understood dock would be responsible for the stang and decals to be installed. Technician and I, stock clerk, moved cow to the dock. Callback conversation with reporter revealed the following information: the reporter stated getting the cowling to the dock was a hot item and the paint was wet when delivered to the dock. The reporter said the decal and the stang were with the cowling but not attached. The reporter stated the work order directed the decal and the stang be attached to the cowling before installing on the engine. The reporter said the aircraft was dispatched without the stang being attached to the right engine outboard cowling.

Title: A MD80 WAS RELEASED OUT OF MAINT IN NON-COMPLIANCE WITH THE R ENG OUTBOARD COWL MISSING THE STANG.
Narrative: THE EVENING OF NOV/FRI/02 I SHIPPED A MISC COW3001 TO X1A. I UNDERSTOOD FROM C/C THAT DAY SHIFT SUPVR SAID, 'MOVE COW3001 ASAP TO ACFT WITHOUT STANG AND DECALS EVEN IF WET.' I UNDERSTOOD DOCK WOULD BE RESPONSIBLE FOR THE STANG AND DECALS TO BE INSTALLED. TECHNICIAN AND I, STOCK CLERK, MOVED COW TO THE DOCK. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED GETTING THE COWLING TO THE DOCK WAS A HOT ITEM AND THE PAINT WAS WET WHEN DELIVERED TO THE DOCK. THE RPTR SAID THE DECAL AND THE STANG WERE WITH THE COWLING BUT NOT ATTACHED. THE RPTR STATED THE WORK ORDER DIRECTED THE DECAL AND THE STANG BE ATTACHED TO THE COWLING BEFORE INSTALLING ON THE ENG. THE RPTR SAID THE ACFT WAS DISPATCHED WITHOUT THE STANG BEING ATTACHED TO THE R ENG OUTBOARD COWLING.
