Narrative:
Aircraft #2 had departed myf. DVFR flight plan was opened to 2222, and aircraft #1 was level at 3500 ft MSL about 3 mi east of see, a heading of approximately 070 degrees magnetic. Proceeding east to clear san diego class 'B' airspace before proceeding southeast into mexico. Aircraft #1 was very aware that traffic is heavy in the area of myf and see so a good scan was going. After about 20 seconds of scanning right -- pilot of aircraft #1 looked left and a red and white piper cadet (?), aircraft #2, was at 10 O'clock about 200 ft/30 ft up on a heading of approximately south. Aircraft #2 turned away sharply right and a collision was avoided. Keep your head on a swivel -- all the time! I never saw number two until he was 'in my face'!
