Narrative:
Aircraft X on instrument CFI check ride. Aircraft Y approaching field from southwest. Both aircraft up on CTAF. Aircraft X had called established on localizer approach; aircraft Y reported southwest of field. Aircraft X called FAF inbound. At approximately 1.3 mi from runway; aircraft X PF removed instrument visor and transitioned to visual landing approach. Approximately 5-6 seconds later aircraft X PF detected aircraft Y slightly ahead and to the left; belly-up to aircraft X. Aircraft X initiated right turn and wave-off to deconflict. Recommendations: VFR see-and-avoid failure by both aircraft. Aircraft X could have made additional calls on final. Flight examiner in left seat of aircraft X needed to more carefully clear flight path. PF of aircraft X needed to immediately assume visual clearance efforts as soon as hood removed. Both aircraft needed to more effectively use radios to deconflict. Aircraft Y failed to clear final approach corridor before turning final. Incident briefed to flight school instructors and chief pilot to incorporate lessons learned. Attempted to contact aircraft Y pilot on deck at ZZZ. While airborne queried aircraft Y pilot and was informed that aircraft Y pilot never saw aircraft X.

Narrative: ACFT X ON INST CFI CHK RIDE. ACFT Y APCHING FIELD FROM SW. BOTH ACFT UP ON CTAF. ACFT X HAD CALLED ESTABLISHED ON LOC APCH; ACFT Y RPTED SW OF FIELD. ACFT X CALLED FAF INBOUND. AT APPROX 1.3 MI FROM RWY; ACFT X PF REMOVED INSTRUMENT VISOR AND TRANSITIONED TO VISUAL LNDG APCH. APPROX 5-6 SECONDS LATER ACFT X PF DETECTED ACFT Y SLIGHTLY AHEAD AND TO THE L; BELLY-UP TO ACFT X.
