Narrative:

I received a taxi clearance from my FBO to taxiway C to runway 33L for my run-up. The active runway was runway 6/24. Ground cleared a twin (I believe it was a twin baron) to runway 15R. The tower then cleared the twin for takeoff on runway 15R (I could not hear the takeoff clearance due to the fact I was still on ground frequency). I was facing magnetic heading of 240 degrees on runway 33L doing my run-up when twin flew over me by 10-30 ft. I taxied back to FBO and called tower. They took my name and phone number. The ground controller apologized and stated he 'dropped the ball.' ATC stated that I was not at fault as I was cleared to be on runway 33L to do my run-up.

Title: A BEECHCRAFT BARON IS CLRED FOR TKOF WHILE A C172 IS ON THE RWY DOING A RUN-UP. THE BARON DEPARTS OVER THE CESSNA 10-30 FT.

THE TWR THEN CLRED THE TWIN FOR TKOF ON RWY 15R (I COULD NOT HEAR THE TKOF CLRNC DUE TO THE FACT I WAS STILL ON GND FREQ). I WAS FACING MAGNETIC HDG OF 240 DEGS ON RWY 33L DOING MY RUN-UP WHEN TWIN FLEW OVER ME BY 10-30 FT. I TAXIED BACK TO FBO AND CALLED TWR. THEY TOOK MY NAME AND PHONE NUMBER. THE GND CTLR APOLOGIZED AND STATED HE 'DROPPED THE BALL.' ATC STATED THAT I WAS NOT AT FAULT AS I WAS CLRED TO BE ON RWY 33L TO DO MY RUN-UP.
