Narrative:

Left pack off EICAS during takeoff roll, followed by duct pressure surging and cabin altitude rate off climb fluctuating between 300-1000 FPM. Irregular procedures checks were completed and a call was placed to maintenance and dispatch. Maintenance suggested pulling several circuit breakers on the P6-11 panel. After attempting reset of the pack, continued to malfunction as before when selected on. We failed to notice the cabin altitude had reached 10000 ft and the cabin altitude warning came on. We donned oxygen masks and I declared an emergency and requested a descent. When the cabin altitude descended below 10000 ft, we removed our masks and requested a clearance to ord. An overweight landing was made on runway 27L. The aircraft weight at touchdown was 204500 pounds.

Title: B767 FLC DECLARE EMER AND MAKE OVERWT LNDG AT ORD DUE TO CABIN PRESSURIZATION FAILURE.

Narrative: L PACK OFF EICAS DURING TKOF ROLL, FOLLOWED BY DUCT PRESSURE SURGING AND CABIN ALT RATE OFF CLB FLUCTUATING BTWN 300-1000 FPM. WE DONNED OXYGEN MASKS AND I DECLARED AN EMER AND REQUESTED A DSCNT. WHEN THE CABIN ALT DSNDED BELOW 10000 FT, WE REMOVED OUR MASKS AND REQUESTED A CLRNC TO ORD. AN OVERWT LNDG WAS MADE ON RWY 27L. THE ACFT WT AT TOUCHDOWN WAS 204500 LBS.
