Unable to control pressurization in automatic or manual on climb out through FL180. Cabin climbed no higher than 7000 ft cabin altitude. Returned to ord, landed overweight at 157500 pounds with 300 FPM descent rate. Landing was smooth. Declared an emergency for overweight landing.
